This is a swearing in ceremony. When swearing an oath it is required, the swearer swears with his/her object of belief, the Bible, the Quran , Iron, Fire or whatever. Traditionally in Northen Nigerian history the person carries the Quran as he swears the oath. Buhari is carrying the Quran in that bag as he declared the oath of office.

The bag is big because it is also traditional to use the hand written Quran for such official occasion.The hand written Quaran is more bulky because unlike the printed version it requires more pages, as fewer verses can be accommodated on each page.
