The Federal Government has threatened to deactivate every sim card that is not linked to NIN at a certain date and just last night my friend who is not a Nigerian asked me if his lines will also be deactivated since he won't be able to get the national ID card because he is not a citizen of this country.

I promised to confirm for him and that's why I created this thread.

Will his lines be deactivated or there is an exception for non Nigerians?

The NIN is just a valid means of identification for Nigerians.
All foreigners in this country have/are suppose to have a valid means of identification already.

As for foreigners, they've said to make provision for them,you simply indicate you're a foreigner upon presenting your visa

Read well and understand the question before displaying your eratic behaviour in the public.
What he means is that, if you're a german coming into nigeria and you're not qualify for citizenship or don't even want to be a citizen of nigeria, is it possible to have Nigerian National ID card?
If no, would a sim he bought and use in nigeria be deactivated or is there a plan for other nationals in nigeria.

Funny enough, majority or rural population doesn't even own a bank account, talkless of National ID.
This govt. are not just confuse but clueless. I wonder why we have senate and house of rep. If this was initiated by US president, their house/senate would have move to block this move and delibrate the impact this stupid idea would cause to the nation positively/negatively economically.

We southerns are fools, this policy is not for the northerns oo, is because of the endsars protest thats why they bring it out. How many fulani , aboki and almajiri has NIN, so will they block there line too? Make una leave them , Aboki do what every una won do , we already know that the Brithish has spoil Nigeria generation.

Its very simple, they have embassies here and should apply for their own national identification numbers through their embassies and Nigeria wil verify them through their national agencies/bodies incharge of issuing the numbers.

Nigeria leaders are so stupid and unintelligent in ditching out most laws and regulations to the citizens.

All stakeholders that has a real part to play in implementing and enforcing the NIMC should have come together and discuss at length on the best possible way to do the identification for Nigerians without stressing them at all.

As for the foreigners, probably they may use that serial number on their work permits as their identification number.

Nigeria government doesn't think of people's comfort or even making the country comfortable for foreign investments, however, it's usual for the government boasting of direct foreign investments that has always been very elusive to see while the citizens groan daily under the heavy weight of insecurity, epileptic power supply, terrible roads, lack of good medical facilities etc.....

No sensible foreign business man would dare venture to come into Nigeria and set up a business except the oil and gas and IT......cos oil and gas is capital intensive but the foreign company knows the way to recoup there investment in a short distance cos so many games go on offshore that even Nigeria government doesn't have a slight idea....and as for the IT, the large population of the youth has proven to the foreign IT investors that Nigeria is a fertile and robust country to invest in. No IT company that knows it's onion so well will run at a loss in investing in Nigeria, however, the IT investment viability is mostly driven by the youth of Nigeria.....Happy new year...

Well, not exactly. However, you cannot get a mobile phone contract without the SSN. The SSN is issued at birth, and is used for everything here in the US. You cannot get anything done without it.

Nigeria is just getting to that digital age, so they are approaching this backwards. There is going to be some growing pains. As they now have to find a way to make sure everyone gets an NIN. They also need to make sure all new births are issued an NIN. That is, require the NIN in order to get the birth certificate. It's going to take a lot of work and system rework and re-engineering, but it's needed.

They can work around this.

SIM card of non Nigerians can be tied to expiry of their visa and residency document or based on their visa tenure.
Those SIM cards can be adhoc type or permanent type depending on what GSM operators prefers.

That is, if their work visa/residency document is valid for 3 years, the SIM card will be valid in the registered name for period of documents and will need to present a valid or renewed visa, passport to the GSM companies who will capture the biodata as appropriate.if they intend to renew ownership of the number after expiration.

That's not true bro. When I first arrived here in the US, I was able to acquire a US sim card even though I did not have a SSN.

Bottom line...the SSN is needed for just about anything you do here.
