With another Sovereign Nation? again he will need the consent of Congress to finance the war. The same Congress he is currently at odds with. Even after Pear Harbor and the 9/11, the President at that time didn't just go to war. The presented the request before Congress and got approval before embarking on the war.

Not in this case.

The American service men swore allegiance to defend the US constitution not the President. Additionally, they are obligated to obey only legal orders from those with authority to issue such orders. It will not suffice in a law court that they were obeying an order when the commited war crimes.

Additionally, the US president does not issue orders directly to field commanders. The orders go through the SecDef to theatre commanders or the Joint Chiefs. I dont see any of the relaying an illegal order.

Lastly, there is a 2 man rule for launching their nukes. The SecDef has to concur to a missile launch and that wont happen unless there is a clear and obvious threat against the US(like Russian or Chinese nukes heading towards US)

Additionally, the military still has the duty to disobey a launch order if they belief the president and his secdef are mentally unfit.
Unlike how it is portrayed in films, the nuclear briefcase doesnt launch the nukes. It only contains codes to be transmitted to validate the authenticity of launch orders and arm the missiles and strike options under SIOP.

I think they will just wait out the mad man for the remaining days. No major military mission will be executed on his say so except where it is clearly in the national interest of the US.
