BEIJING: China is in informal talks with India and other members of BRICS on using its forthcoming summit to take a stern stand against air strikes on Libya by the western nations.

The indications came in statements by a Chinese minister, who said the issue might even be reflected in the outcome document of 5-nation BRICs summit on April 14.

Briefing reporters on the coming summit of Brazil, Russia, India, China and South Africa at Sanya in China's Hainan province, assistant foreign minister Wu Hailong said the rebellion in the Middle East might come up for discussion although it is not in the agenda.

"If the issue is discussed and a consensus is reached, it will be reflected in the outcome document," Wu said. However, he did not say clarify if China lead the rest in raising the issue. China along with Russia, India and Brazil had abstained from voting on the UN Security Council resolution to impose a no-fly zone on Libya.

The question before the BRICS members is whether to use the platform to take a politically antagonistic stance against the United States and other western nations involved in air strikes in Libya. There is already an attempt to broaden the scope of BRICS by holding a simultaneous meeting of trade ministers of the five countries on the sidelines of the main summit in mid April.

Energy hungry China is particularly worried about the spread of rebellion in oil rich countries, which has begun to influence petroleum prices. India might also support the idea of discussing the Middle Eastern crisis because of its high oil import bills, sources pointed out.

Wu ruled out any possibility of the BRICS meeting discussing reforms in the United Nations Security Council to provide aspirants like India to become permanent members.

"Reform of UNSC is not on the set agenda of the meeting. BRICS is not an appropriate forum to discuss it as the reform process concerns all UN members," he said. The issue affects the interests of all 192 members of the UN, he pointed out.

China is in favor of expanding the BRICS by bringing in new members, Wu said. Several countries in the emerging world are keen to join it, he said.

The Chinese minister also ruled out any discussion on the exchange rate of the Chinese Yuan. Weak yuan is the cause of lower export performance of many countries including India.

China is doing its bit to strengthen the role of BRICS by organizing a meeting of health ministers of BRICS and two other meetings involving senior officials dealing with agriculture and science and technology in the concerned five countries, he said.

BRICS taking anti-America stance on the Libya crisis as far as i'm concern will limit the exploitative motive of the West invasion in Libya cos it now an established fact that its just for there self interest that they are in Libya.
