When Jesus was about to ascend to heaven, he told the apostles that he will send them a comforter who will dwell within them and as they were in Jerusalem, the holy spirit came upon them like a mighty wind. Act 1:8 They were not able to speak in tongues before then because the holy spirit was not dwelling in them, no one can speak in tongues without being first baptized with the fire of the holy ghost. Act 2:4.
