my opinion;

Lagos

Rivers

Edo

Kano

Anambra

Delta

Enugu

Cross River

Kaduna

Ogun

Akwa Ibom

Imo.

Lowest ones;

Borno

Yobe

Zamfara

Sokoto

Adamawa

Jigawa

Ebonyi

my opinion is based on how their indigenes are respected, well-mannered, less migration, less crime rate in other states, civilized, dogged, confident and high self esteem.

Definitely Rivers. With the highest GDP per capita in the country and its people not the type that run to other places to seek for greener pasture. Rivers will be a country with pride.

I can tell Zamfara will be at the lowest part. The north will be the lowest region, the west will likely come first because of hospitality to foreigners and their investments.
