Anointing began with the Levitical priesthood after God made a covenant with the nation of Israel, before then there was nothing like anointing!
So what was the purpose of Anointing?
God used the Highpriests in Israel as judges over his people, and when the people demanded for a King like other nations God emphatically told Samuel the Highpriest that year saying "It's not you that they are rejecting but i as King over them" {1Samuel 8:7} showing that the Highpriest was their Spiritual head representing God in their midst. This same thing applies to the Kings in their midst so kings were also anointed! 1Samuel 15:1; 1Samuel 16:13
That's why Moses anointed the first Spiritual head of Israel "Aaron" {Exodus 28:1} the anointing of Aaron foreshadow what God will do to the permanent Highpriest and King of God's kingdom "Jesus Christ", 144,000 individuals will be brought from the earth {{Revelations 14:1} as Kings and priests to reign with Jesus {Revelations 20:6} they will also be anointed but their own anointing will be spiritual just like that of Jesus.
So the answer to your question!

Anointing in Christianity is not based on works or effort of any kind, God only selects whoever he pleases amongst the Christians to be counted along with those who will rule with Jesus in heaven! Matthew 20:20-23

What is anointing?
When did God first start anointing people?
For what purpose is the anointing before Christ?
Was anointing ever by effort or selection?

Jesus told his friends who came to ask for the anointing that only God (not even Jesus) has a say in the anointing with Holy Spirit! {Matthew 20:20-23} the only part Jesus can play is present before his father those he found exerting themselves in doing God's will but the appointment is by undeserved kindness (grace) not human effort. That's what Jesus meant when he said "For there are many invited (Christians who are willing to do God's will) but few were CHOSEN (selected)" Matthew 22:14

Both: received by grace sustained by works of grace like holy living, fasting, sacrifice (using it help others when not convenient)

1. If you mean the anointings preached from your church pulpits, the answer is simply that those teachings are born of lies. They are linked mainly to the Law of Moses and as Jesus Christ instead made clear about 2000 years ago, John the Baptist was the last Old Covenant Prophet anointed by God. So, whoever is anointing your pastors and mogs, is most definitely not God.

2. If what you seek instead is Jesus Christ, God's New Covenant and Law in the Kingdom of God, the only way to approach Him and receive from Him is through careful and continuous submission and obedience to His teachings and commandments — not to be mistaken for the doctrines and traditions of your pastors and their churches which are instead liars. No amount of studying, praying, and starvation-diet fasting rituals will cause the Father to give you His Spirit of Truth. Obedience alone is the key to the Kingdom of God.
