Russia is not part of the EU, she only maintains international relations with the union. From Wikipedia, read this:

Russia isn't part of EU. They're simply neighbors who share diplomatic ties. Russia severing ties with the EU simply means them shutting down all diplomatic relations with their neighbors, closing down their embassies/consulates in those countries.

Russia saw the colour revolutions sponsored by the US with the support of EU around its neighbourhood. And will never allow any Western puppet pretending to be an opposition leader to thrive. Whenever a corrupt politician is prosecuted in Russia, they run to the west where they have hidden their loots and are declared opposition leader or pro-democracy activists or Putin critic and granted asylum. Russia has laws and the survival of the state is more important than political or diplomatic niceties. Why would diplomats from the EU attend an illegal rally in Russia? Will they tolerate same if it were done by Russia? We still remember how politicians lost elections and turned around to blame Russia, as if Russia has a vote.. Even the UK were trying to blame Russia for the people voting in support of Brexit. Russia bows to no one. If you want cooperation, they are ready and willing. But if you want confrontation, they are not scared of it.
