You have a point, sire. But I don't think it's completely a bad idea to grant repentant terrorists amnesty, considering the fact that many innocent people, including children, were forced into the group. Some even watched their mothers and sisters raped and fathers slaughtered before they were conscripted into the devilish group. They never joined willingly.

Despite that, a lot of them managed to turn themselves in when they had the chance. So if the government decides to grant them amnesty, I don't think it's a bad idea, to be honest.
