Back in the days it used to BETTA helping students secure admission in London. What are the agencies doing this job these days?

You don't need an agent to secure admission into any UK universities. Go to the school website and apply, submit your degree certificate, transcript, WAEC or IELTS result , statement of purpose/ personal statement , passport and within 2 -4 weeks , your admission offer will be sent to your email.
Some schools give admission offer within 3 days.

Which is cheaper in terms of cost and difficulty,IELTs or TOEFL?

It depends on your ability, so I won't say IELTS is easier than TOEFL. Some people find IELTS easier than TOEFL and vice versa
