Now that risk premium that you mention is linked to military might of America and the dominance of the dollar, the US banks and the US control of international payments system which means that the US dollar value is not determined by the performance of the US economy.

Essentially the US has dollarized the World and use that as a tool to extract capital and export inflation. These things are beyond your superficial understanding.

The US uses the IMF to regularly force weak countries to devalue their currencies and extract rent from them
Many countries are forced to keep their foreign reserves in dollars thereby exporting capital and importing US inflation
