The stadiums will have cooling systems, fans will be transported between venues and hotels in air conditioned trams, trains and buses - and it will NOT be a “summer” World Cup. Instead, it will be played late in the year (Nov-Dec) when the weather will be relatively much cooler.

It was NOT...
The contract sum of $360m was REASONABLE for a stadium of its size and specifications.

Furthermore, unlike these sorts of stadiums, the Abuja National Stadium was NOT just a football stadium...
Rather, it had other facilities like the velodrome, indoor sports hall, Olympic-size swimming complex, hockey stadium, tennis complex, etc.

The ONLY problem with the Abuja Stadium has been MAINTENANCE (or a lack thereof) - that age-old Nigerian shortcoming.

Yes the stadia have cooling system although it will not be enough if the will play it during summer because outside stadium will still be very hot. Playing Nov/Dec will be the best.
