That is why they placed emphasis on not wanting any hotel reservations from “booking.com”.
Play this scenario in your head.
They send this out to 10,000 email addresses.
600 people fall victim, all paying a deposit of 100 dollars to secure their accommodation.

As a Cameroonian living in Cameroon I can tell you it's a scam. What has the Ministry of Housing and Urban Development got to do with the issuing of residential permit. The issuance of Residential permit is done by the police. There are lots of other discrepancies and that tells of someone who doesn't know much of the country Cameroon.
