I still fail to see the causation between the 12 states adoption of shaira law and the emergence of Boko Haram.

It seems to me like Boko Haram were inevitable to begin with, because the region would still remain majority Muslim, and the sentiment as well as environment that gave raise to BH would still exist regardless, such as the practice of almajiri, corruption in the government, the imbedded Islamic belief that Shaira is the superior rule of law, and the rejection of Western standards of education and sciences like co-ed schooling, the spherical earth and theory of evolution. The foundations for BH were already layed regardless of the shaira adoption.
Maybe the states operating with Shaira law gave room for sympathizers which hindered the squashing of BH while it was still in it's infancy?
