The Truth About Akala by wole123: 5:58pm On Apr 24, 2011
This voice is an appeal to everyone in Oyo state- the indigenes & non indigenes. We have experienced what progress this state has seen in the last fifteen years, so, we have seen and know what has been happening. Oyo state was crippled, blinded and dumbed. Alas! The joy is, she has taken her 1st step, balancing those movements but we expect her to run. She can see, though not so clear and speak not too well .
Hey, there is progress.  All our desires and expectations for Oyo state will take time, prayers and a good leader. No worries, we will get there in a short while. Remember where we are coming from. Now, we don't want to spend time on who did not do what nor who will do what, but who has done, is doing, and will do more. Let us not allow tribal sentiments take over our sense of reasoning. We may not like Alao Alala's face, but how about his loads of love, compassion for his fellow humans  and fear of God? Is this not what we are looking for in a leader? Are we going to ignore this alarming virtue? We need this virtue as the vehicle to move us forward. We need your support to bring him back to finish what God has favoured him to do. We need your vote!  Do not fight the grace and mercy upon Alao-Akala's life, but join this train of support by sending this to all your contact in Oyo state and devote 2mins in prayer for him and the state.
God bless you!  Vote for PDP- OCAA. Let's allow him

Wole, it is a shame you decided to sell your soul for a plate of pottage, you chose the path of infamy due to temporary gratification, you aligned with evil just please your paymasters in Oyo State. Wole, some of us reside in Ibadan and our work for Globacom takes us around Oyo and Kwara state every week i can gladly tell you that the people of Oyo State are ready to die come Tuesday 26th April rather than have your bumbling bleaching buffoon back in Agodi government house. They will not die however, but rather their votes will speak loudly and your man can retire to Ghana and manage his newly built 96 room 4 star hotel or his house on Rotimi Williams Avenue in Bodija (he paid N115m for the property which used to belong to the British Embassy) . We have had enough of him and God will answer our prayers.

my brother, for how long will criminals continue to plunder the entire states treasure All the roads in ibadan are seriously bad, and neglected. Ibadan is fast succeeding ondo state as the state with the worst roads in nigeria. God will save you from the criminal Akala. Every state has a similar problem. In Delta, PDP uduaghan has virtually done nothing. In Akwa Ibom state, PDP Akpabio has only succeeded in appointing active drop-out / expelled cultist as commissioners , special advisers, and personal advisers. Propaganda on the states radio, and now AIT is the order of the day.Go to anambra, peter Obi of APGA has done nothing since Ngige left state house. Etc, etc, etc God will help us.

How Akala Ruined Oyo State

[b]Governor Adebayo Alao-Akala and other candidates of Peoples Democratic Party, PDP, in Oyo State are finding it very difficult to sell themselves to the electorate. This is because of the dismal performance of, and various grievous allegations levied against, the PDP-led government in the state for the last four years. Such allegations include: gross disrespect to monarchs, disrespect to the late Yoruba sage, Chief Obafemi Awolowo; anti-workers and anti-people policies, executive recklessness, deceit, misappropriation, corruption and ingratitude. Others are neglect of health, education and infrastructural development in the state. In the light of these allegations, the administration is perceived to have abysmally failed in almost all spheres. To worsen matters, Alao-Akala is viewed as a conceited and arrogant governor whose every action is designed to play on the people’s intelligence.

But seemingly unperturbed by his government’s dismal performance, Governor Alao-Akala, in a bid to win a second term in office, at every slightest opportunity boasts that not only is he the most knowledgeable and experienced governorship candidate in the state, he is the best governor Oyo State has ever had. Apart from erecting billboards on a massive scale in the state and grating the sensibilities of citizens of the state with several adverts daily on Broadcasting Corporation of Oyo State, because, trumpeting his purported achievements in office, has also come up with a book titled, 151 Reasons Akala Should Have A Second Term, in which he lists 64 achievements of his administration in four years.

The achievements include: construction, rehabilitation and commissioning of over 800 kilometres of roads all over the state, renovation and upgrading of health facilities, construction, installation and reactivation of street lights in various parts of Ibadan and other major cities, procurement of computers and internet connectivity for educational and health institutions, as well as resuscitation and renovation of farm settlements in the state. Others are, construction and rehabilitation of secondary schools, repositioning and establishment of libraries in all the 33 local governments areas, recruitment of 1000 teachers, training and retraining of the 34,000-strong teaching workforce, promotion of tourism through facelift given to existing infrastructure and discovery of new ones, provision of digital equipment for the because, prompt payment of salaries and allowances to civil servants and teachers––as well as pension to retirees––distribution of relief materials to victims of disasters, procurement of vehicles for judges, magistrates and traditional rulers in the state, and the resuscitation of Oyo State Paper Mill. But Alao-Akala is hardpressed to prove the veracity of his claims, as the projects executed are viewed to be conduit pipes designed to siphon a sizeable chunk of the state’s funds throughout his first term in office.

Misappropriation of funds allegedly began during Akala’s 11-month illegal administration, in 2006, when, with the connivance of the late Ibadan strongman he surreptitiously plotted the exit of his predecessor in office, Chief Rashidi Ladoja, before the courts reinstated him. Series of petitions have been written to the Economic and Financial Crimes Commission, EFCC, and Independent Corrupt Practices Commission, ICPC. Prominent among them is the alleged fraudulent conversion of N316,470,000, which a non-government organisation known as People’s Voice says emanated from 33 Toyota Hiace ambulances for the 33 local governments supplied by Nitro-Tech System Limited, Agodi, Ibadan at N14,190,000 per unit instead of the market price of N5.6m. The group explained that at the time of purchase, Elizade Motors had submitted a tender to supply each vehicle at N5.7m while Banilux Motors’ bid was N5.6m. According to the NGO’s letter to EFCC, “The vehicles bought are the normal buses, which is N4.1m per unit; while they were adapted to be ambulances through local fabrications.

“If the Elizade price is taken, there will be a differential of N8,490,000 on each vehicle and on 33 vehicles, there was a rip-off of N280,170,000, which was shared.”

Also before the anti-graft commissions are allegations that Alao-Akala once defrauded the state to the tune of N800m, purchased a 26-year-old 1000KVA generator for N18m and over-invoiced the purchase of state-customised primary school textbooks to the tune of N537million. Yet, other instances cited involve N8.9 billion, allegedly deducted illegally from funds due to the local governments and inflation of various contract sums.

As Akala’s first term in office is expiring, he is claiming to have constructed or rehabilitated about 800km of roads across the state at the cost of several billions of naira. While he may have constructed and rehabilitated roads as claimed, road projects executed were poorly done and most hardly lasted one year before failing. An engineer who spoke to the magazine under anonymity ascribed this to the thin layers of tar. Little wonder, most roads constructed by Akala are now riddled with potholes while some have been washed away by rain. An example is the Queen Cinema–Dugbe–Oke-Ado–Molete road commissioned by President Goodluck Jonathan last year which has undergone repairs several times. Also, despite the fact that N2.7bn meant for the construction of the second phase of the 5.5km Challenge–Odo Ona Elewe–Apata road was released in May last year, the road is yet to be attended to. The Eleyele–Ido–Ologunerun–Eruwa and New Eruwa–Lanlate–Maya roads––a total of 69 kilometres––commissioned last year, too, is already riddled with potholes. The dualisation of the 7.7km Iwo Road interchange–Leyland–Olodo, awarded in 2007 at about N1.5 billion and completed in 2009; as well as the Monatan–Adogba/Nigerian Breweries road, have also gone bad. As the roads fail, the Oyo State Road Maintenance Agency, OYSRMA, has been repairing them at few months intervals. Indeed, Ologuneru road was repaired by OYSRMA just before Alao-Akala commenced his campaign for second term. Within one month of repair, the road is already failing.

The dire condition of roads is not limited to Ibadan, the state capital, but extends to other parts of the state. The Otu–Igbojaiye–Komu–Babaode road constructed by Akala is going bad. So also are Iware–Akinmorin and Iresaapa–Ilaje roads in Oyo/Ogbomoso zone, as well as Iganna–Iwere Ile–Samo Phase 1, and Ado Awaye–Igboho in Oke Ogun zone. Indeed, the list is endless.

The education sector was also neglected and treated with scorn by the Akala administration. As the problems mounted, the Nigeria Union of Teachers, NUT, in the state suggested a periodic stakeholders’ meeting with the state government with a view to assessing the problems and coming up with solution. The meeting, however, has never been held. The result: the sector is comatose as all the schools visited by the magazine lack necessary learning facilities and qualified teachers to handle all the major subjects. There has been no construction of new structures or renovation of existing ones by government in most of the schools visited. The only notable interventions have come from public spirited individuals and corporate bodies.

Apart from overcrowded and dilapidated classrooms, many schools do not offer science subjects because of lack of teachers. “We don’t have teachers in this school. Could you believe that we don’t even have English teachers? To take care of English, we have a Youth Corps member who read Mass Communication at a polytechnic teaching English and Yoruba. We don’t have teachers for many subjects…” a teacher in one of the rural schools told this magazine.

At Methodist Grammar School, Bodija, Ibadan, students pay N4,500 for a set of table and chair and those who could not afford it either sit on the floor, window or share tables and chairs with accommodating students. And at St. Stephen’s Primary School, students were seen sitting on windows during classes. This is what obtains in most schools in the state; negating the claim of the Oyo State Government that the State Universal Basic Education Board, SUBEB, constructed over 1000 classrooms and provided 324 toilets, 22,910 pieces of furniture, 3,223 science kits and 251,240 textbooks to pupils free within the administration’s first two years in office.

Teachers in the state have condemned the administration for subjecting them to various financial hassles, ranging for denial of allowances to teachers serving in rural areas, refusal to pay the unified Teachers Salary Structure, TSS, and when the government bowed to pressure and paid the TSS, it introduced an obnoxious tax regime which is being used to take back a substantial part of the new salary. One of the teachers said, “He has killed us with tax. He is collecting the increment he is paying.”

Although Alao-Akala claimed to have recruited 1,000 teachers in a compilation he published, the NUT official debunked it. Tertiary institutions are not spared in the mess the education sector has found itself. For instance, there has been incessant closure of Ladoke Akintola University of Technology, LAUTECH, Ogbomosho in the last two years over ownership crisis between Oyo and Osun states, initiated by Alao-Akala. Also, school fees have been astronomically jacked up. Students in the school now pay N130,000. At The Polytechnic, Ibadan, Alao-Akala increased school fees from N16,000 being paid during the last administration, to N77,000. While returning Ordinary and Higher National Diploma students currently pay N38,729 and N45,000 respectively, new students are charged N77,000. The increment also affected Alayande College of Education, Oyo.

Civil servants in the state also were fed a dose of pain when Akala’s administration cut the minimum wage from N9,400 approved by his predecessor, to N5,000. This led to a peaceful protest which was hijacked by hoodlums loyal to Akala, who beat them up, severely injuring over 20 in the process. As civil servants groaned, Akala announced the intention of his government to employ fresh hands. Capitalising on the rush by unemployed graduates, Akala hiked the cost of Civil Service employment forms to N1800; from N200 it cost under Ladoja. The state government generated several millions of naira, yet, as at the time of filing this report, no single job has been provided. When citizens of the state took Akala up on the issue in the monthly because programme tagged, E Pade Gomina (Meet the Governor), he denied giving any directive on the sale of employment forms.

Pensioners are another exasperated group in the state. Their grouse is Akala’s renege on the state government’s agreement to pay them arrears of the 142 per cent increase owed them. After enduring the pain of non-payment for several months, they staged a protest at the Governor’s Office during the signing of the 2011 Budget into law. The Chairman of Nigeria Union of Pensioners, Oyo State, Alhaji Lateef Adegoke said, “If a governor could be this hostile to labour during his first term in office, what would be our fate and that of the entire citizens of Oyo State if a second term is secured by him? Your guess is as good as mine.”

They noted that the governor on April 30 and October 22 2010, through the Secretary to the State Government, SSG, and Commissioner for Finance, Chief Olayiwola Olakojo and Chief Bayo Bankole respectively, promised that they would be paid all the arrears, latest by December 2010. When, again, he reneged, they issued a statement: “We have just found out that the statements of the governor were barefaced lies meant to deceive Oyo State pensioners. Should a statement from a governor who professes to be God-fearing and who junkets the holy land of Israel like a woman goes to the market be laced with insincerity and dishonesty as these?” Commending Governor Rauf Aregbesola of Osun State for setting in motion the process to pay the 142 per cent increase arrears to Osun State pensioners, Alhaji Adegoke said that it was disheartening that Akala could not pay them but had money for obscene frivolities.

Since Alao-Akala assumed office, he has been entangled in one quarrel or the other with different segments of the society. Among them are traditional rulers, including Olubadan of Ibadanand, Oba Samuel Odulana Odugade 1 and Alaafin of Oyo, Oba Lamidi Adeyemi III; and several notable elites in the state such as the Aare Musulumi of Yorubaland, Alhaji Alao-Arisekola; Senate Leader, Teslim Folarin; Senator Lekan Balogun, chairman, Appropriation Committee, House of Representatives, Hon. Ayo Adeseun and state legislators who felt that due process should be followed in the spending of state money.

The crisis which has degenerated to attacks on the monarchs in various forms by Alao-Akala, including physical, peaked last year when the Governor mobilised his foot soldiers comprising state legislators, local government chairmen and councillors and political office holders to disrupt the public presentation of a biography of the Olubadan of Ibadanland in the main bowl of Lekan Salami Stadium, Adamasingba, Ibadan. Alao-Akala and his lackeys harassed the dignitaries perceived not to be in his camp, leading to an abrupt ending of the event. He has been engaged in a running battle with Oba Adeyemi for about two years now. So intense has been the animosity that the Alaafin, who had earlier accused the governor of plotting to kill him, locked the palace gates against Alao-Akala and his godfather, Chief Olusegun Obasanjo, when they wanted to pay him a visit during the flag-off of the PDP governorship campaign in Oyo town. Even Oba Jimoh Ajagungbade, the Soun of Ogbomosho, Alao-Akala’s hometown, keeps a distance from the governor. Most of the other traditional rulers in the state pretend they are with him, out of fear of his vindictiveness or because of what they are benefiting from him.

One group he has befriended is the National Union of Road Transport Workers, NURTW; or a faction of it. Alao-Akala refused to obey a court judgment reinstating Alahji Lateef Akinsola, alias Tokyo, as NURTW chairman. Rather, he attempted to manipulate Alhaji Lateef Salako, alias Eleweomo, into the chairmanship seat. When this was resisted by other members of the union, he attempted to demolish the union secretariat, leading to loss of life and property. Eleweomo eventually lost his life while harassing the Governor’s perceived foes. Alao-Akala, in conjunction with the leadership of the state House of Assembly, also thwarted the judgment of the High Court that reinstated the sacked eight lawmakers who wanted to probe him over an N8.9b scandal. Since the judgment was given, the legislators have not been allowed to resume. Governor Akala even removed their names from the diary of the state.

In October 2008, Akala signed a Memorandum of Understanding, MOU, with South Africa-based ENTEC Power and Utilities Company Limited on an Independent Power Project, IPP. The project, which was in two phases, was to provide 25mw of electricity on the short term at a cost of $35 million, and was expected to be completed by September 2009. In the long term, it was expected to produce 250mw at cost of $400 million, was expected to be completed by October 2010. But up till now, the project is yet to produce a single watt.

Though Alao-Akala has thoroughly squandered whatever goodwill he enjoyed from any sector in the state, he seemed to firmly believe that he could buy his way into Government House, Agodi, Ibadan for a second term. Last year, he attempted to bribe the eminent people he had spent most of his time antagonising when he offered them––including the Alaafin and Olubadan––exotic vehicles. They promptly rejected the Greek gifts.

With the walls fast closing in on him, Alao-Akala seemed to rely on his capacity to dispense political favours through the power of incumbency to have his way. But this is proving to be futile as the only people now surrounding him are sycophants and hangers-on, who lack the courage to tell him the truth that he has failed.
