Hmm If you think the president is bothered by this nuisance caused by herders then you are deceiving yourself. At the worst, he would consider it a minor inconvenience which he expects citizens to accommodate, compulsorily. Anyone who raises hell over this issue will be promptly invited or arrested by security forces.
