Sharp guys, they don use d award scam Pantami. They knew he'll be desperate for this kind recognition.
So, they represented him with the award of most outstanding minister in exchange for his money cos they knew he'll appreciate their kind gesture towards him.

This is what guys dey do nowadays. They'll create one useless association and tag it one big name.
So, they look for public figure they'll give cheap award. And the public figure will always appreciate them with money not knowing the association does not exist.
Some guys will even claim that they come from another country to come and present the award, telling the public figure in style that the t-fare is much.

It simply means the Ministry belongs to the Minister, instead of being a place where people are to serve.
