To start with the federal government have absolutely nothing to do with the two projects, Their one naira was not used for any of the project.

Oshodi bus station was built with $15 million(70 billion naira) by a private company under concession agreement of 20+ yrs with Lagos state government.

Anambra airport was built so for with 6 billion naira with Anambra state government money.

No need for any comparison, Anambra airport terminal which by the way is still uncompleted and ongoing is completely adequate and a good terminal building.
There are lots of land to build more bigger massive and aesthetic terminals as the traffic of the airport grows....
