The games usually hold in 2 or 3 cities (obviously not in the entire country). It is called a tour of the US because the Falcons are guests of the US Federation, not of the Texas Federation and it is the US National Team that is taking part in the competition, not the Texas team.

It obviously can't be called a tour of Houston because the Falcons are not only going to play in Houston. They will also play in Austin.

It's common in rugby and cricket and the visitors are usually called "The tourists".
