See a whole commissioner saying that govt has spent over 900 million naira on ransom. The bandits will be like "who did they give the money to?"

The government should 'kuku' (as Magnoliaa would say/type) add ransom fees to the next yearly national budgets. Pamper the bandits very well. More grease to Buhari's elbow.

He lamented that there were more than 100 different camps and over 30,000 bandits operating across Zamfara and beyond, but the state government would continue with its amnesty programme for bandits as part of measures to secure its people.

If the above bolded is not enough evidence that this whole kidnapping for ransome thing in the north is a systemic and deliberate collusion between the perps and some agents of government then I don't know what else to say about it.

How can you be enriching some non state actors by paying ransome that most likely goes back into increasing their arsenal to fight you and you state unequivocally that you will keep granting the same criminals/terrorists amnesty in order to secure your people.

Who are they deceiving ?

Who do Nigeria this thing ?

How can some people be so be bereft of ideas to tackle insurgency

the case is like armed robbers attacking a bank. Bank Manager say they stole N100M. When they catch the robbers, they say it was only N10M that they stole.
Who do u believe? The bank manager or the robbers?
Zamfara govt will clear all the money in the state's account and even borrow more. When u ask them, they will say, they paid ransom to bandits.
