You should go and read former ambassador John campbell's take on Nigeria. He described Nigeria as fragmented and segmented with warlords and their armies controlling the different parts, like Somalia! Tinubu is the warlord of Lagos. He has used his militia, the NURTW to torment and extort people during elections and at motor parks. Lagos state today cannot enjoy a modern transport system because the NURTW makes so much money from the disorganized system that runs now. Of course they pay their taxes to Tinubu.
