If true, this only makes sense if the base is run informally since the military may have felt secure in the thought that militants wouldn’t be foolhardy enough to attack such a place. Military officers’ owners of the cattle may employ headers that daily escort their cattle to pastures and water etc. At some point Bandits may have come at a time or period of the day that they calculated they would be able to lead the cattle away without military realising that those leading away the cattle were not Herders that work for them. I imagine that where the cattle are usually hold up at the military base is relatively secluded from the busiest part. I doubt that Bandits came in shooting, this sounds like the authors of the article salting and peppering their writing for dramatic effect.
