Good bill. Buhari should accent to it asap. Our security architecture needs to be restructured and positioned to face the looming spates of insecurity.

I am pro-restructuring but the issue of delineating the responsibilities, extent of powers and areas of coverage of State police/security outfit as opposed to national Nigerian Police Service must be meticulously and clearly done.

The reality is that Nigerians are ethnic-minded. Therefore, adopting the concept of state police with only indigenes as personnel is a bad idea for National co-existence. Such will lack diversity and become a tool of intimidation by indigenes against non-indigenes resident in the State. It will be easy to conspire and frame non-indigenes for whatever reasons. All it will take, for example, is to plant a gun or illicit drug on the property of a target and buy some witnesses and the suspect will have no non-indigene officer to at least complain to. It will ethnicize the country more.

It will also become a political tool of intimidation in the hands of the State Governors and their lackeys against real and percived political opponents. State governors will become dictators and parties and candidates will rarely lose any election. Our democracy will be messed up.

Given our peculiarities, Nigeria needs a national Police with ethnically-diversified personnel cross-posted to states of the federation to enhance unity and reduce ethnic ethnic-driven intimidation and acts of injustice. State police should only complement national police with clear mandate and specifications.
Too much grammar

The current centralized national police has failed to secure the country and properly police its citizens, and is therefore due for this overhaul.
Besides, there are still other many other investigative federal agencies.
National police must be scrapped

You guys are just blabbing like hungry goats.

State police brings security closer to the people.

There’s no way a police man of the same tribe with me taking orders from an elected governor will treat me as inhumanly as the regular idiots in the police now treats me. No fücking way billy.

If it gets as bad as it is now, it would be easier to bring them to book not now any idiot can come to the South, shoot someone and then run back to the North because he’s a policeman. Now if Igbo or Yoruba police man unjustly kills anyone in his state, Shey na for the same state him and his family dey live?
Policemen will now apply common sense unlike before because agbacha oso aguo mile.

There are many advantages of State police and they by far, outweighs that of the useless police system right now.

I can go on all day to list them, but I will leave you here.

Why calling me a blabbing goat, must you insult me before you air your opinion? I understand the system needs reform but we shouldn't let emotions becloud our thoughts

I have lived long enough in Nigeria to know the advantages you mentioned are mere thoughts and won't be as practicable. Is the dreaded James Nwafor of Akwuzu SARS not Igbo or Gbenga sars of odeda panti annex not Yoruba.

The last time the three arms of government worked and respected each other in this country was in 4yrs of second republic. Power was mostly delineated and the governors performed with available resources

Our darling daddy will rather agree that all the state have hisbah instead of state police.

Hisbah work more than the state police. No alcohol drinking again, no mannequin on the road again, but you can go and sleep with someone wife, a man of 70 years can marry a girl of 12years old. It's going to be a nice and a great country.
Ignorance is a disease. Hisba simply means police, u can mock as much as u can because u only know how to make ethno-religious bias comment by hisba is much more important than most security agencies. Peace and conflict resolution, vigilante, maintaining moral well being of the Society, resolving marital dispute among others are their major work. If alcohol isn't needed why should some bring it? You ask herders to leave while u still ewt meat like witches.
Your daughter's, sisters start having sex at less than 12yrs either through prostitution or making livelihood but all u see is early marriage which is extremely rare. Many states in ur demigod USA, between 2000 and 2015, at least 200,000 minors were legally married in the United States. 86% of those marriages were between that minor and an adult. About 5% of the minors were aged 15 or younger, meaning they would be under the age of consent in all United States territories. USA is among the country with highest rate of underage marriages in the world but they'll not let u see that.

Elders of southern state like Afenifere, Pandef, Ohanaeze Ndigbo, Niger Delta Forum, Middle Belt should convene another meeting to approve the position of Governors and Members of the House of representatives. Southern senators ,Southern Associations of student union (SANS), NLC and TUC ( Southern chapter), Obas, Obis, and all traditional rulers in southern states, associations in all southern states should within 7 days convene meetings and corroborate the position stated above so that President Mohammed Buhari could understand the mood of the people of southern states .Nigeria indivisibility as a nation must hinge on equity, justice ,fair and genuine concern for welfare of every integral component of the Federation.
God bless Federal republic of Nigeria.

No one is doing away with Federal Police, except like every other federal agency it’s going to be neglected like the Government always does.

What the State Governors will do with police power is what every Federal Government personnel is doing with them at their individual states, so that is old Gist.

You cannot be afraid of the cow and it’s shit. And we cannot continue to live with an archaic style of policing, if you think you’re not safe at a different state, move back to yours where you can feel safer.

The thing is, there's absolutely no reason why the governors should be granted any influence over the state police. The proposal to appoint them to a state police board is utterly ridiculous: why not make its members appointable by direct election instead? And while we're at it, why bother with state police at all, instead of enabling truly local policing at the LGA level, with electable sheriffs beyond the control of any governors or state legislatures?

This bill as currently written is a shambolic disaster in the making, only serving to demonstrate how lacking in intellect and diligence the members of the NASS are. All it will achieve is make the already despotic state governors even more like mini-tyrants than they already are.

That's the infuriating thing about this bill - the drafters couldn't even be bothered to look closely at the American example they've seen in so many movies and TV shows, let alone at how decentralized policing works across other developed countries like Germany or Japan. They just went with the simplest, dumbest proposal possible - they want to hand over personal armies to governors who already have too little accountability.
