That's the infuriating thing about this bill - the drafters couldn't even be bothered to look closely at the American example they've seen in so many movies and TV shows, let alone at how decentralized policing works across other developed countries like Germany or Japan. They just went with the simplest, dumbest proposal possible - they want to hand over personal armies to governors who already have too little accountability.

The clowns just like writing. There proposal could have been as simple as deleting the offending sections and just letting the states and local government figure everything out for themselves like federating bodies do.

I think what we need is local policing where each community,town or city will have their own independent police dept as obtainable in the us

I am pro-restructuring but the issue of delineating the responsibilities, extent of powers and areas of coverage of State police/security outfit as opposed to national Nigerian Police Service must be meticulously and clearly done.

The reality is that Nigerians are ethnic-minded. Therefore, adopting the concept of state police with only indigenes as personnel is a bad idea for National co-existence. Such will lack diversity and become a tool of intimidation by indigenes against non-indigenes resident in the State. It will be easy to conspire and frame non-indigenes for whatever reasons. All it will take, for example, is to plant a gun or illicit drug on the property of a target and buy some witnesses and the suspect will have no non-indigene officer to at least complain to. It will ethnicize the country more.

It will also become a political tool of intimidation in the hands of the State Governors and their lackeys against real and percived political opponents. State governors will become dictators and parties and candidates will rarely lose any election. Our democracy will be messed up.

Given our peculiarities, Nigeria needs a national Police with ethnically-diversified personnel cross-posted to states of the federation to enhance unity and reduce ethnic ethnic-driven intimidation and acts of injustice. State police should only complement national police with clear mandate and specifications.

No nation ever develops by avoiding its challenges.
The challenges of evolving a modern society will ensure best practices.
No one will need to tell the peoples or leadership of any clime that it is in their best interest to ensure justice, equity and peace.
The Nigeria State as presently constituted and operated is enough example to show how a bad systems affects all.

Haahaa! That's funny you know! Having a state police is a good development but my fear,is how it won't be curropted. For instance,take a look at our security outfit, especially in west; OPC, VGN/VSO, Amotekun as sometimes the members attach much more values to themselves to the extent of creating nuisance, harrasing innocent defenseles citizen. Moreso, hope our political actors at state won't be using them for their political exercise especially during election / to harras their oppoent?

It's a good step. It's what they do in the USA just like the
NYPD, LAPD but the FBI has more authority.
It's a good move. States should have greater autonomy that way they can progress faster.

But why is nobody reading along the line these days.. the clause that the state commissioner of police is part of the board...and if they igp of police is the one that chooses the commissioner for each state, it mean they are still answerable to him and this still gives him full control over the full security outfits..it's just a game to make the governors happy, but still in full control...but gradually, Nigeria shall get there

A bill that will not see the light of the day, even if it is passed by both houses PMB will never sign it into the law because it will not benefit them. For those who would like to quote me, ask them what happened to NIGERIAN PEACE CORPS BILL that could have given employment to many people.

Politicians are not doing anything to favor us but them, they want to be able to use state police for election purpose to their satisfaction, to intimidate and eliminate opponents, especially now that the coming elections are getting near. The neutrality that exists in the federal Police will no longer be there. We are comparing Nigeria to developed countries, with civilized & mature mind. We know the problem of this country, not the Policing but leadership, marginalization, oppression, lack of jobs leading to idle minds & anger everywhere, no infrastructures, no enabling environments, the economy is bad, corruption everywhere, not policing. We prefer to build prisons instead of industries. Why will there not be insecurity, when job is everywhere & majority is engaged, who will have time. Police work will be less, if they are also cared for by providing all they need to function like the developed country. The politicians knows what is good for us, they travel out & they like what they see in terms of how organised other countries are, but they don't want that for us. Developed countries focus on their economy and organized their security, we think it is easy. Everybody knows the solution, but we prefer to beat about the bush, forgetting that even the disadvantage of state police at our level now is more than the advantage. We should be talking on the improvement of the economy and see if it will not have good effects on the security. We should stop encouraging politicians in there game plan

You see a great mistake PMB is creating in his government.. He gives room for allowing state Governors to have state police,because he failed to give accent to peace corps bill...had it been he had given approval to peace corps bill...there won't be any reason for anyone clamouring for state police...

They should make sure police salary is not controlled by state governors. Creation of state police should be with full financial autonomy. Their salary and other emoluments should be deducted at source.

Otherwise, police brutality will quadruple and innocent citizens will be forced to pay their salaries via intimidation.

Whenever you quote anyone, make sure you're bringing new meaningful contribution or information to the discussion.

I can't deduce the point you're trying to make. Are you saying there shouldn't be full financial autonomy for the police when it becomes state police?

It's lazy and clueless govt that focus their energy on collecting income taxes to foot their bills. Income Taxes are illegal hindrance to the efforts of humans. Who taxes the govt's income? Before 1913, taxes did not exist in the USA... Taxes were introduced as a temporary measure to raise revenue, and today greedy govts have adopted it as their chief way of raising income instead of devising other means of making money for the state.

UAE, Omar, Kuwait, Monaco, Bahamas and Cayman Islands are just some countries that don't charge income tax but highly developed due to their forward thinking and development oriented govts that depend mainly on export and other sources of revenue.

It's easy for lazy african countries to sit in their office and authorize income tax deductions they use to fund their corrupt and ignoble lifestyle while citizens like you jump to cheer them on.

If you don't speak against the evils and potential evils you see in any government, you'll surely reap the rewards directly or indirectly.
