Its a common thing with Northern settlements in the south of Nigeria. They virtually recreate the place to look like you're in a northern state. Such areas are usually disorganized, dirty and rowdywith open gutters everywhere. The houses are built very close to each other usually with poor workmanship to cut cost. You of course cannot mistake the Hijab and Kaftan everywhere.
