[size=8pt][size=8pt]The Seven States that cannot Survive Without Federal Allocation, According to Economic Confidential The Annual States Viability Index (ASVI) released by Economic Confidential, an intelligence magazine, shows that seven (7) states are insolvent as their Internally Generated Revenues (IGR) in 2019 were far below 10 per cent of their receipts from the Federation Account Allocations (FAA) in the same year. This simply means that these seven 7 states remain unviable, and cannot survive without the monthly disbursement from the Federation Account Allocation Committee (FAAC).The seven states may not survive without the Federation Account due to their extremely poor internal revenue generation of less than 10% compared to their federal allocations. Surprisingly, Katsina, the home state of President Muhammadu Buhari top the list of states that generated the poorest and lowest IGR compared to its federal allocation in 2019. The state generated a meagre sum of N8bn whereas it received a total of N136bn from the Federation Account Allocation (FAA) in 2019. That comparison suggests that the state's internally generated revenue is 6% of the the money it received from the federal coffer. Kebbi came second with N7.3bn IGR compared to FAA of N100bn and representing 7%; Borno had N8bn compared to FAA of N121bn, representing 7% and Taraba with IGR of N6.5bn compared to N86bn of FAA representing 8%. The Index also indicates that Lagos state alone had more Internally Generated Revenues than 20 states combined. Lagos, Ogun, Rivers, Kwara, Kaduna, and Enugu States are classified by Economic Confidential as Rich/Economic Viable States, while, as stated earlier, Katsina, Kebbi, Borno, Bayelsa, and Taraba States were categorized as insolent/poor IGR states. The Economic Confidential listed factors that could be responsible for the low IGR to include lack of initiatives for revenue generation drive coupled with what it termed "arm-chair governance". Other factor is low investment attraction due to socio-political and economic crises including but not limited to insurgency, kidnapping, armed-banditry and herdsmen-farmers clashes. Unfortunately, the Economic Confidential Annual States Viability Index further showed that Kwara, Kaduna and Kano States are the only three states in the entire Northern region that have IGR above 20% in comparison to their respective allocations from the Federation Account. Meanwhile, Lagos, Ogun, Rivers, Enugu, Ondo, Edo, Delta, Anambra, Cross River and Delta States are the ten states in the South that recorded over 20% IGR in 2019. Without sounding too technical, what Economic Confidential does is to look at the internally generated revenue of all the 36 states of the federation and the FCT and compares it with the money they received from the federation account to first determine if there has been improvement in the state's IGR and secondly to study the viability or survivability of each state. It equally examines the factor or factors responsible for the increase or decrease in their viability, and recommend solutions. In this year's Annual States Viability Index (ASVI) for the period of 2019, there was generally a significant improvement. For instance, in 2019 only seven out of the 36 states and the FCT had less than 10 per cent Internally Generated Revenue compared to 17 states recorded in 2018. The Economic Confidential has recommended that the IGR of the respective states could still be improved through aggressive diversification of the economy to other productive sectors. How can a state be generating #8billion naira in a year I'm sure katsina will have nothing less than 5 people on that Nigerian Navy supplementary list that was released by Sahara reporter. I just hope a southerner that is serious about restructuring Nigeria becomes the president in 2023. Is either we restructure Nigeria or make we divide. The North will have to choose one. Enough of this madness. This country is stagnated, there is very few positive change I can point at in Nigeria from 1999 till 2021. Why are southern politicians not saying anything about the supplementary list released by the Nigerian Navy sef Is a very provocating supplementary list by the Nigerian Navy. The Chief of Naval staff needs to be summon by the National Assembly. Every state get equal number of I think 3 candidates, supplementary list is used in the event of death, injury, certificates or health ground during training. In most cases supplementary list ended up being useless. |
