It is not Osinbajo and malami that the bill seeks to include, but the vice president and the Anthony General of the Nigerian federation. At least, by 2023 the duo may not be occupants of these offices. It could be some Chukwu, Obi, Emeka or even Abiodun or Adeyemi who wailing wailers are consonant with.
So wailers should just relax their minds.
