APGA failed for the same reason AD and even Buhari's CPC failed...they got too regional. And to win elections in Nigeria, you have to be national in spread, which is why Buhari never won anything until he joined hands with others in the nationally oriented APC.

Same reason why Obasanjo beat Falae in 1999. Falae was seen as a regional candidate of a regional party. He lost.
