That is a lie , blocking of Twitter in Nigeria is carried out by telcos based on the directive from NCC. Stop writing what you know nothing about and stop misinforming. You don't need special equipment to block sites, you just issue directive to the ISPs and they block the IPs. No government can block the internet, a government can only do what is known as deep packet inspection in order to detect VPN traffic, and the only countries that do that are the communist states China and North Korea. Nigeria does not have capacity to carry out DPI for now.
