I don't know what the problem is, please explain further.

the line : define( '_JEXEC', 1 );
This simply stops a person from directly accessing the file by typing the path to the file in the URL (Joomla construct)

the line: session_start();
this makes session variables available to the page

the last line is commented.

So really don't know what the problem is or it is a coded message to someone?
