That is a very good question. i think it is too big for me. Structuring a website starts with looking at the project on ground, and then going to google.com and searching for similar websites, then u look at those websites, the ones that are nice, look at your project, look at what aspects of those sites u can do, then from there ideas will keep coming. Later on, u will be able to design without even looking at your screen,
Then of course your choice of software too matters as well, you need a good graphics developing software and need to know how to use it.
I use macromedia fireworks for all my graphics, but then i am just an average designer, wat i do is scripting and plenty of that espcially DHTML,
