1. No preferential treatments should be given to them in the name of re-habilitation and re-integration. They should be treated as Prisoners of War (POW)) until the war has ended.

2. That a person surrenders does not mean he or she cannot be charged for war crimes.

3. POW camps containing Boko Haram members should be completely removed from affected communities and taken to neutralizing areas. For example POW camps in Sokoto, Zamfara, etc.
