The awards are not for the player who is naturally the best in the world,

If it was then Messi would have won it since 2009 and would have gotten his 10th award last night.

The award is for the most successful/ best performer for the year ONLY.
Even though they (THE VOTERS) sometimes get it wrong, for 2018 anything short of Modric or Greizman is what would have amounted to the SCAM you are talking about!
