You have no idea how multi-ethnic civil war works.

Closer to home, there have been revelations that some farmers cut deal with Boko haram.
This is despite the fact that Boko haram has killed over 70 thousands and displaced more than 2 million people.
They did it to stay alive not out of love.

It is not so much as winning hearts and minds...but so much as people willing to be willing to modernize.

Afghans have repeatedly told the major powers they don't want their modernization. They want old fashioned. Let them have it.

Getting them to modernize would have involved large scale colonization...for over three generations. That's a lot of money no one is willing to spend , and a lot of time no one has.
