People could not afford to run out of the country then. Nobody could negate the Taliban rulings then. US military was brought in to oust Taliban rule because that land had become a breeding ground for terrorists. They harboured Osama Bin Laden and the AlQaeda group and gave them support for the Sept 11 attack on US soil, killing tens of thousands of Americans. After the attack, they were unwilling to hand over Osama Bin Laden. No sane country would fold its arms and be watching in that case.
