Those in the know will understand that this contractor must have spent like 40% of this project cost on some mofo DGs, perm secs, etc etc etc. Leaving him with little or nothing for the project. But he should have used a very good MC1 to bind the subgrade with the asphalt. That way the carriageway can last for some years before failure sets in.
