Sincerely this is long overdue. It should be done on voluntary basis,they don't necessarily need to be paid salaries. I believe many youths would be so glad to associate with such.

The Nigeria Police Force cannot train anyone on intelligence gathering, because they don't have any intelligence.
If they have intelligence, bandits and terrorists will not be on rampage in Nigeria.

This is good development, however, to avoid exposing the life's of these youths to dangers whereby bandits recognize them as spies, they should be deployed to different zones and train them not to show off but should focus on intelligent gathering only. God will protect them. Shouterners should emulate this gesture too

I think it right for the States under insecurity to develop applications capable of gathering intelligence from the members of the public.
