Sorry please, security is fund giving to Governor to aid security in his/her domain, it doesn't amount to a governor commanding Police or Army in his state. The IG can withdraw any Police and the governor won't do anything.

They use those monies to pay extra cars, kits and gadgets for them, not in charge of any security formation in the state.
