It is CBN and Buhari policy. CBN and Buhari has hijacked all the dollar in circulation from Nigerians. That is why they are punishing BUREAU DE CHANGE. The government has no economic plan in place. The only thing they care about is blocking all strategies developed by individuals for earning foreign currency because they are not direct beneficiary of such.

Nigeria doesn't have unlimited forex, and so the government is trying to conserve forex for the most important things. We love to import everything and basically don't export much asides crude oil.
It's even diaspora remittances that is saving our asses sef. If not, forex from crude oil alone will not be nearly enough for our insatiable appetite for foreign goods and services.

It is not special, only popular amongst arbitrage traders (not a secret, just people too lazy to find out these type of things) and why Access... Prolly cos people have less issues when using them for international transactions?
