The only thing stopping people from being a nuisance to the society is the repercussions that follow it.
People respect themselves when they know that they will pay accordingly if they choose not to.
This is exactly the difference between the order in Europe and here. Europeans have passed through this stage and have unconsciously incorporated it into their DNA. Law is order and order is an unbiased event.

The Europeans can't until when necessary, which is very soon because the current generation are beginning to lose the results the previous dark ages brought with them.
It won't be crude like what we see in Africa today but it will come, example of it returning was during Donald Trump of USA.
Lest I forget, I never said that Dictatorship is all bliss or should be the order of the day but order cannot be enforced by debate. A touch of tranny is essential for such, after that what normally follows is the removal of that which enforced the total order. After that, the order doesn't vanish with the enforcer, it becomes lessened and the lessening continues over time until another enforcer comes.
That is the basic rule of building and maintaining a society.
