What caused the astronomical increase in prices of food items? Is it not the bandits that are harassing and killing the farmers all the North? You forgot to add "owned". The land should be owned by the people of the State, and not given out to the federal government because of the fact that they are pioneering this project.

Indigenous people own the land and the state Governors hold it in trust for them.

Governors cannot give out land without express permission from the indigenous owners.
