CIA operates under an entirely different mandate which includes gathering intelligence so as to subvert any attack against american interest worldwide. the CIA operates outside of d US and doesnt fight crime. DSS ought to be like d FBI that is responsible for domestic security of d US and also fights crime along with other specialised agencies like DEA, US secret service, ATF and a host of others. the nigerian version of d CIA is d NIA

The SSS provides intelligence to government and other government agencies. you said "where is the intelligence when hundreds of children will be kidnapped, tortured at will and nothing happens thereafter!" was there anytime the Government complained that intelligence was not given to them on any particular threat? in many cases when they provide the intelligence to the political class factors like tribal, religious and political affiliation will not allow the political class to take the necessary action. For example the SSS may provide intelligence on a planned attack by boko haram but the government may decide not to direct the military to do the needful. The SSS provides the intelligence but they are not the ones to confront the boko haram in battle and the military will not confront the boko haram without being given the go ahead by the Government and if such attacks happen you will blame the SSS and the military leaving the political class that was supposed to give the final directive.
