Always commissioning nonsense. To them, this is an achievement. Technology has gone above mounting dishes on top of vehicles and making them prime target for enemy rpgs to cut out communication. There are probes and other devices that can be installed for satellite communication. More mordern and less conspicuous. I still don't understand why you will import readily available equipment from China, Mount it and then roll out the carpet to commission it. What then do you want the producers in China to do? If you like have the most powerful weapons of mass destruction and if the head of the security does not give direct orders to fight insurgency forget it. A situation where tribes/religion plays a major role in taking decisions is an avenue for failure.
