As the Value Added (VAT) war rages, Saturday Vanguard has obtained details of collections made by each state and what it was allocated by the Federation Allocation Committee (FAAC), between January and August of this year, which indicates that the Federal Inland Revenue Service (FIRS) Offices in Lagos, Rivers and Oyo states recorded the highest collections.

Lagos generated N429. 203 billion; Rivers, N90. 293 billion, while Oyo came third with N64. 646 billion.



However, in the allocation of VAT revenue, Kano came second, displacing Rivers and Oyo from the top places on the table, after Lagos.

Lagos received the sum of N139. 587 billion; Kano which generated N24 . 492 billion received the second highest allocation of N 47. 082 billion, while Rivers was in the third position as it got N 46. 270 billion.



Zamfara stood out as a peculiar state with the least generation of VAT revenue. It was the only state that recorded less than a billion in the eight-month period of review.

The state generated only N598. 133 million, an average of about N75 million per month.



However, it received the sum of N35. 716 billion (about N4.5 billion monthly), placing it at the forth position on the allocation table.

Kaduna which recorded a VAT revenue of N18. 262 billion, came after Zamfara with an allocation of N32. 726 billion, while Kastina which generated N3. 738 billion in the period under review got N31. 539 billion.

An analysis based on the six geo-political zones showed that South West had the highest allocation of N256. 737 billion, particularly because of the huge allocation to Lagos state.

North West had the second highest allocation of N219. 813 billion.

The oil producing region of South-South N 162. 598 billion.

North East and North Central received N129. 801 billion and N129. 154 billion respectively; while the South East kept the rear with N 109.629 billion allocation.

Those who were supporting Wike on this VAT issue did not know that their own states too are VAT parasites. They thought it's only the north that will suffer.
let the north share kano. Kaduna and Abuja vat... The south west will share lagos vat.... Amd south east and s.s. Will share rivers dem vat... Its better that way

This will make other states sit up d south east has it's potentials d west has it's own potentials d south has it's own potentials cus dey have hard working men and women both their men and women are hard working,but come to d north dey are banning alcohol in d North but collects indirect vat from those companies.

My take :

THE WAY FORWARD : Change the VAT sharing formular.

Current Formula:
Equity. 50%
Population. 30%
Derivation. 20%

Please change to as obtained in Canada and USA and India :

Equity. 20%
Population. 30%
Derivation. 50%

That is Equity and Derivation will swap position.

With the new formula, FIRS will continue to collect VAT and it will be convenient to all stakeholders. It will also stop laziness by some states bc of derivation.

Doesn't matter. But Abia seems to support the idea. Since they were part of the governor's forum and have not come out to reject the SGF's communique

What manner of lie is this? The U.S and India don't collect VAT federally. The states/provinces collect their VAT by themselves. As for Canada, they have two types of VAT. That collected by the provinces and that collected federally. Only that collected federally is shared.
The Nigerian model breeds corruption and laziness both on the part of businesses and govt. For example, it is easy for so many businesses to cook their books to reflect lower sales in a particular state and thus pay lower VAT for that particular state. They can also do this in conjunction with corrupt people at FIRS.
Note also that so many states in the don't have their VAT net well spread especially in the East. I mean with the volume of business in the East, the VAT is so abysmal because the states are not concerned and most of the businesses are in the informal sector and not even registered with CAC. So if the state are allowed to collect VAT instead of being spoon-fed, you will see them sit up to improve their tax profile. This will in turn force the citizens to shed more light on their state govts and their governance. It is a win-win which you should embrace if you really know what is good.

Umahi kicked against VAT collection by states.how do we know that some southern govs are not supporting him? Dont forget that most of the south east govs were absent at that meeting which held in the south east...

Umahi does not speak for the SE govs does he? If Abia state does not support it, I believe they will come out and say so openly. The SE govs have been shying away from matters of national significance because they are not adept at playing national politics. Don't foget almost all of them were planted as govs by their predecessors. So they are more or less stooges. But even at that, if they felt strongly about VAT like their northern counterparts, I believe they would have made their feelings known.

Insinuations and speculations are not worth building a theory on. It's like building a castle on sand. How is it clear that the PDP chairman is coming from the south esp SW? I think that's your own wishful thinking. Show what makes it clear.
There has been no meeting of SE governors so Umahi cannot speak for them out of the blue without a meeting to harmonize their positions is untenable. Even if he wanted to speak on their behalf, he will release a statement signaling that he is speaking in that capacity and not through a mere commissioner apologies to Saraki.
Which federal offices is concentrated in Oyo and Rivers state? Especially compared to Kaduna and Niger? It is even absurd to claim that federal offices decide VAT. Seems you don't know what VAT is. VAT is a consumption tax. So the main factor should be population and of course high commercial activities. If we are to go with population, Lagos should be first, followed by Kano. In other words, the northern states should take the lead in VAT remittances. This is another very good example of how the North's population is highly doctored. Secondly, is the fact that based on commercial activities, it is common knowledge that after the SW, the SE should be next and then SS. So, it is obvious that a large proportion of the VAT being collected in Lagos and Abuja should be for the SE &SS states given how commercial those regions are especially the SE.
That is why it is obvious the North knows the VAT matter is not in their favour and will expose the underbelly of a lot of the lies they peddle about. This is why they want it to remain as it is. The Gombe govt have said it all. They need the south to be their "brother's keeper"
