There’s something called “Headquarters effect”. Not all money generated in Lagos arise from production or consumption in Lagos. Lagos generates more because the headquarters of most prominent companies in Nigeria are in Lagos. Even the headquarters of Dangote is in Lagos and not Kano. Hence, all his tax filings will be in Lagos.
