The states want autonomy from the federal government but are unwilling to give the local governments the same privilege

The old military government simply structure the country in a socialist economic system (socialism), in that resource will be taken from where produce more and spread according to need and equalism.

If you doubt me then explain to me why Abia State in the South East receive #20 billion naira from FG but contribute just 10% (#2billion) in VAT.likewise states like Ekiti,Osun,Edo,Ebonyi and other state in the south.
Unfortunately, this socialist structure is a curse and blessing,its a curse due to how it has brought laziness and docileness to states who contributed little but receive high allocation from Abuja every month,while it has been a blessing due to how the socialist structure is the reason why poor people can send their ward to federal schools.Nigeria is not yet ripe for full blown Capitalism, we still need a mix economic with liitle government regulations to balance things out.

Things will be far better if each State is allowed to collect VAT within it's territories.

States that are presently disadvantaged like Jigawa, Abia, Kogi, Ekiti, Enugu, Osun, Kwara, Yobe, or Sokoto will go back to the drawing board to develop their economies.

Government magic, you will be disappointed, what was the intent of the people that created the law Ibrahim Gbadamosi Babaginda by decree was it for the States or Federal to collect VAT? Least you forget powers vested in the Federal Military Government even if not mentioned in the constitution, inherited is deemed to automatically fall under the purview of The Federal Government. i.e. VAT.

Leave most of all these children, they are not aware that The Federal Government is fighting on their behalf for the weak States that were created in the 1980’s & 1990’s as against the states created in 1967 & 1976, in their ignorance they think they are doing President Buhari.
