Can't the traders do something about this road..
Not everything you must wait for the government, more importantly you don't ask help for someone who is reluctant to help you.
They can repair the road and tell govt the amount used in repairs then negotiate with govt how they can get their money back. A toll gate may be erected and tax levies will not be collected from the people who repaired the road until they have been able to balance the account with government.

that's a good perspective, however, the road leading to the market is the main issue, and am not sure it's in the place of the traders to fix it. Besides that, the trader union leaders seem to be more concerned about money than get anything done.
