It was definitely not a penalty and SA player got booked for it. But round about that time the penalty was given there was a betting spike and SAFA handed that info to FIFA to investigate. The overall conduct of the match official is under scrutiny, not just the penalty - SA were bullied and 91% of all incorrect decisions went against SA.
