How to Be Filled with the Spirit is found in the Scripture
The command and admonition here in this passage is to be filled with the Spirit, but for believers to understand how the filling of the Spirit works, there is a comparison between a man that is filled with alcohol, and he is intoxicated by the alcohol, and also a man that is filled with the Spirit of God is or must be controlled by the person that filled him.

Ephesians 5:17–21 KJV

[17] Wherefore be ye not unwise, but understanding what the will of the Lord is.

[18] And be not drunk with wine, wherein is excess; but be filled with the Spirit;

[19] Speaking to yourselves in psalms and hymns and spiritual songs, singing and making melody in your heart to the Lord;

[20] Giving thanks always for all things unto God and the Father in the name of our Lord Jesus Christ;

[21] Submitting yourselves one to another in the fear of God.

Have you ever been drunk before? If you have, you would knkw that alcohol does not control you when you are intoxicated, instead what happens is you loose control over your emotions and begin acting according to your whims as a result of the effects of alcohol on your brain's inhibitory centers.
