Nobody is saying she shouldn't kiss or get proposed to even on uniform, it is simply wrong to do that while on OFFICIAL duty/assignment. Either she's in Sambisa forest or somewhere safe like Lekki, as long as a soldier is on official duty, he/she must abide by the rules of the Army.
Those male soldiers you see proposing to their partners, those soldiers are not on duty. They wear uniform to propose doesn't mean they're on duty. Soldiers on duty even hardly relate with regular civilians, so as to avoid distraction. Those american soldiers you see can only propose BEFORE or AFTER they come back from their official assignment, NOT while on duty.

In the Nigerian military, one cannot marry within three years of joining the military. Nobody is saying that personnels cannot marry civilians. That's not the issue here. Do you know that before joining any (para) military, you are expected to be single? Even if you are married, you have to declare yourself single and then what you can do is after three years, declare your interest to marry and marry on paper even though you have been married in real life.

While on uniform, you become a public individual. That's why while on uniform, personnels are very careful of the things they do. There are rules and regulations guiding the military of which every soldier before passing out is educated on. While the Nigerian Military has its own faults, they will be quite right on any disciplinary action they take against this soldier. We say the military is stupid, but people still want to join to collect salary and intimidate others without obeying the rules and regulations. We don't do that.
